Horizon 3023 is a major industrial subdivision delivered for Dexus within the Melton City Council municipality, spanning an 80‑hectare site adjacent to Caroline Springs Train Station. The project was delivered across three large stages from July 2019 to September 2023, incorporating significant bulk earthworks exceeding 150,000 m³, extensive stormwater and sewer infrastructure, and the reconstruction and extension of Palm Springs Road through the development. Works included installation of electrical, communications, water and sewer services, undertaken alongside City West Water’s DN900 trunk sewer construction on the adjoining road shoulder, requiring careful planning and coordination.

The scale and complexity of the development required diligent stakeholder management, with the team navigating live services, conservation areas, and coordination with authorities, consultants and adjacent industrial builders. Each stage focused on servicing individual lots to support future industrial warehouses, and all works were completed under accelerated timeframes to enable the client’s broader development objectives. The successful delivery of Horizon 3023 has created a strategically located industrial estate that supports ongoing commercial growth in the region.
